前 言能源安全新战略提出以来,清洁低碳、安全高效的能源体系稳步发展,清洁化率、电气化率等关键转型指标显著提升,电网在其中发挥了关键作用。2020年9 月,我国提出了碳达峰、碳中和的战略目标。践行双碳战略,能源是主战场,电力是主力军。电力作为清洁高效的二次能源,在未来人类文明将起到重要的能源载体作用,而未来的电网除了承担电力安全可靠输送,也将发展成为承载能源革命的基础性平台,对能源革命具有重大推动作用。配电网是电网的重要组成部分,是保障电力配得下、用得上的关键环节,配电网的发展直接决定未来电力获得的质量,也间接影响能源革命的进程。因此亟需对配电网的发展趋势进行研判,提前谋划新形势下十四五配电网重点发展方向和工作重点,深化细化十四五配电网规划研究,助力新型电力系统建设与发展。为此,国网山东省电力公司发展策划部、国网山东省电力公司经济技术研究院依据《配电网规划设计技术导则》等技术标准和规范,紧扣新发展理念、国家重大战略、高质量发展,从配电网发展趋势及重点、配电网负荷预测及规划、配电网设备效率提升、配电网精益投资、配电网适应国土空间规划等维度开展专题研究,并在研究成果基础上,总结提炼新形势下山东省十四五配电网规划方法及策略,编制形成《山东配电网规划指导手册》,为配电网高质量发展做好支撑。编 者2022 年11 月
国网山东省电力公司是国家电网公司的全资子公司。本部设22个部门,下辖18家地市级供电企业、17家业务支撑单位和综合单位,3家新兴产业单位及98家县供电公司,服务电力客户4915万。2020年,全省全社会用电量6939.85亿千瓦时,公司完成售电量4126.9亿千瓦时,同比增长3.96%。国网山东省电力公司发展策划部是所属一个部门。,国网山东省电力公司经济技术研究院成立于2012年4月9日,是省公司电网发展和公司发展支撑单位,目前具备工程咨询、工程设计双甲资质,设有4个职能部室、3个中心和1个子公司。主要负责全省电网规划和工程设计技术归口管理;负责全省电网发展总体规划和专项规划的研究与编制;负责220~500千伏电网规划的研究和编制;负责35千伏及以下电网规划评审,指导市经研所具体编制110千伏及以下电网规划并纳入全省电网发展规划和专项规划;负责牵头开展省内220~500千伏电网项目可研、电力设施迁改方案编制;负责110~220千伏电网项目可研、电力设施迁改方案、电源接入系统方案评审;承担所辖35~220千伏(规模以下)电网项目初设评审和结算审核;负责省公司资本类、成本类项目的技经业务支撑;负责电网建设项目的工程质量监督,负责定额站、质监中心站日常管理;主要承接220千伏及以上电网项目设计;负责大修技改、营销、信息通信、小型基建等项目造价咨询和可研初设评审工作。
